Principal Architect
Frank Xiong specializes in building enclosure consulting and forensic investigation, with a primary focus on water management, waterproofing, and roofing design. His technical expertise extends to complex projects involving concrete repair, façade review, and material testing. Frank provides expert guidance across all project phases, including feasibility studies, new design and specifications, construction-period support, and comprehensive condition assessments. Throughout his career, he has centered his practice on diagnosing the root causes of building deterioration and providing evidence-based remediation strategies for building envelopes across a diverse range of project types.
Frank has a proven track record of navigating the unique requirements of Hawaii’s public and private sectors. He has collaborated closely with architects, condominium associations, contractors, and commercial facility managers, as well as institutional organizations and public agencies—including the University of Hawai‘i, the Department of Accounting and General Services (DAGS), and the Department of Defense.
A registered Architect in the State of Hawaii, Frank holds National Council of Architectural Registration Boards (NCARB) certification. He earned both his Bachelor and Master of Architecture degrees from Tulane University.

Justin Matoi, SE
Principal Structural Engineer
Justin Matoi specializes in structural consulting and forensic investigation, with a primary focus on the evaluation, repair, and rehabilitation of existing structures. His technical expertise includes reinforced concrete and structural steel repair, post-tensioned structural systems, material testing, non-destructive evaluation, and forensic engineering investigations. Justin provides technical guidance throughout all phases of a project, including condition assessments, repair design and specifications, construction-period services, and structural performance evaluations. His practice emphasizes identifying the underlying causes of structural distress and developing practical, long-term repair solutions.
Justin has extensive experience working with condominium associations, insurance providers, contractors, and institutional and commercial property owners throughout Hawai‘i. He has also collaborated with public agencies including the State of Hawai‘i and the City and County of Honolulu.
A licensed Structural Engineer in the State of Hawai‘i, Justin earned both his Bachelor’s and Master’s degrees in Engineering from Santa Clara University.
